THE Western Division Councils of NSW may look at changing the organisation's constitution to allow non-financial members, like Broken Hill City Council, to join.

Due to BHCC's withdrawal from the Local Government of NSW, the municipality's membership of the Western Division Council (WDC) also lapsed.
